The state of Costa Rica owns the insurance company and most of the people obtain the insurance from them. The (INS) Instituto Nacional de Seguros or the (CCSS) Caja Costarrisence de Seguro Social. Any one can buy an insurance policy form them.
These state companies used to be the only ones selling insurance in the country, but this is changing as we speak. The (CAFTA) Central America Free Trade Agreement, just open the market in Costa Rica for competition, there are now five new insurance company operating in the country beside the INS. You have more options now for your auto insurance, home fire and theft insurance, liability, medical, life, general accident insurance, hurricane, earthquake and flood insurance
If you live in Costa Rica but you do not have legal residency, you may not buy the Costa Rica CAJA plans. Even if you do, buying a separate health insurance policy other than CAJA is an excellent idea. Some insurance carriers allow you to exclude countries like the USA. Doing this can drastically reduce the cost of coverage.
Many insurance Companies offer full coverage or simply coverage for those who travel internationally. Make sure to ask for the recommendations. The Costa Rica Socialized medicine is very inexpensive and it is a good option. You may have to wait for certain procedures, i.e. cataract surgery, joint replacement, etc. That is why many people have supplementary policies just in case.
